Strategy quality rating
SETR evaluates the strategies of Russian and international companies using one open methodology. That makes it possible to tell strategy from imitation. After assessing a public strategy, a class A–D is assigned. Companies without a qualifying carrier stay in the same table as class F.
Not a credit rating · Text quality · Methodology 6.1.6
Release 1 · 2026
The first release of the rating is out. Documents labeled “Strategy” are compared on one scale for the first time, with no country or industry adjustments. SQI (Strategy Quality Index) is assigned to classes A–C. Classes D and F do not receive a public SQI.
of published “strategies” are goal-setting, not choice
Even when a strategy is published, the choice itself is usually unstated: the text has goals and KPIs, but no coherent strategy. Class D is non-strategy. The ceiling of this release is class C

Russian companies in the table are mapped to the U.S. industry grid via GICS (Global Industry Classification Standard, MSCI / S&P); U.S. companies are mapped via the Moscow Exchange industry classifier (MOEX).

FAQ
A short guide to the rating, joining the table, and options for companies without full public disclosure.
What is SETR and what is being rated?
SETR rates the quality of strategy articulation in a document for one year. Class and SQI apply to the public artifact (report, strategy section, IR page), not to the company as a business. It is not a credit rating or investment recommendation.
What criteria put companies into the sample?
SETR 2026 Release 1 rests on two reference lists: the Fortune international contour and Russian issuers linked to a MOEX listing (selection wave from 2024 lists — that is neither the document year nor the release name). Then only an open strategy artifact on one carrier; one issuer, one row. Industry and buying a place in the table are not selection criteria. Details: methodology, “Release sample”.
How do I get into the public release table?
The public release is built from open issuer documents: the company must publish strategy in one place on one carrier, then the document enters the release selection. SETR 2026 Release 1 selection is complete; new rows appear in future cuts or via the “Inclusion in the rating” product.
Can we be rated without publishing the full strategy?
Yes. Outside public IR, a separate track is available: a closed row or partial disclosure when part of the core stays non-public. The class follows the same methodology on agreed materials — no “buying” a letter and no requirement to publish the full strategy on the website.
Can I dispute or correct a row in the rating?
Yes — if the error is factual (wrong document, year, or name) or the company publishes a corrected artifact. Submit a request via the Corrections section; class review follows methodology rules on the fixed material only, not “by agreement”.
Can the strategy rating be removed from the rating?
No — if a Strategy document was publicly declared, it enters the assessment regardless of the issuer’s wishes.
